UNEP Environmental Rule Of Law report

The first global report on environmental rule of law, published by UNEP in 2019, highlighted the gap between environmental legislation and regulations that exist on paper and their implementation in practice.  L4Earth’s US affiliate, Serova, is working with UNEP and the Environmental Law Institute to update this report by exploring recent trends in environmental rule of law, including the impact of the COVID-19 pandemic, use of new technologies in monitoring and enforcement, and a widespread social and racial justice reckoning.

Led by L4Earth U.S. partner, Serova.

  • 2021-2022

  • ○ Analysis of global indicators relating to elements of environmental rule of law, such as existence of green tribunals, use of open standing, and constitutional recognition of rights of nature

    ○ Draft chapters on laws and institutions, rights, civic engagement and justice

  • The report will be launched in 2022. We have proposed a session on environmental rule of law at the 5th session of the UN Environment Assembly jointly with ELI and UNEP and we will continue finding ways to engage with the international community on strengthening environmental rule of law.
